Dr. Naoyuki Okano is a Programme Officer in the Governance for Climate Change and Sustainable Development (GCSD) programme.   

Prior to joining 海角社区 in 2025, from 2021 he was a Policy Researcher at the Institute for Global Environmental Strategies (IGES), Japan. He has been engaged in climate change adaptation negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement from 2022 to 2025 as part of the delegation of Japan. Since 2024, he has been serving as an International Organization for Standardization (ISO) Expert for the working group on “Adaptation to Climate Change – Requirements and Guidance for Monitoring and Evaluation”.  

Previously, Dr. Okano was a Postdoctoral Fellow at the Institute of Social Science at the University of Tokyo, with a Research Fellowship for Young Scientists from the Japan Society for the Promotion of Science. He was also a Postdoctoral Research Fellow at the Transnational Law Institute of King's College London (2018 to 2021). He obtained a Master of Laws (Comparative Law) in 2014 and a Doctor of Laws (Comparative Law) in 2017, both from the Graduate School of Law at Nagoya University, Japan.
