Qatar Accelerates Digital Transformation with 海角社区-EGOV Training

Three day training with Qatari Minister of Communications and Information Technology (MCIT) to accelerate public sector digital transformation.

Today ended a three-day Capacity Building training, with both online and on-site participants, aimed to support Qatar’s digital transformation efforts. The training, organized by 海角社区-EGOV, took place in Guimar?es, Portugal, from 24 to 26 February 2025.

The Government of Qatar (GoQ) and the Ministry of Communications and Information Technology (MCIT) have set several ambitious goals for the country’s digital transformation, focusing on the public sector and service delivery. The "Accelerating the Digital Transformation of the Public Sector of Qatar: Benchmark Capacity Development and Support" program aims to stimulate and expedite this transformation process.

The training had as a focus digital transformation and three key global benchmarking frameworks:

  • E-Government Development Index (EGDI) and its sub-indexes
  • Government Technology Maturity Index (GTMI)
  • Global e-Government Maturity Survey (GEMS)

The key objectives were to enhance MCIT experts' understanding of the "do’s and don’ts" of public sector digital transformation, as well as the purpose of EGDI, GTMI, and GEMS and their relationship to Qatar’s strategic and operational performance. It also sought to increase awareness of the timelines of the three international benchmarks, including country consultations and data input requests. Additionally, the program focused on strengthening MCIT experts’ capacity to optimize data collection and compilation for the benchmark UN member-state surveys. We provided tools to better plan data collection, validation, and quality assurance when Qatar is requested to contribute while also equipping the participants with the necessary resources to maximize the value-added of Qatar’s responses to benchmarks.

From a strategic perspective, these benchmarks help identify areas for improvement and close gaps, allowing the implementation of best practices to enhance services for citizens and residents.

However, Fahra Al-Kawari emphasized that the most crucial aspect is not just the benchmarks themselves but rather ensuring the consistent delivery of high-quality services to citizens and residents. Benchmarks serve as an indicator of this broader goal, as Qatar works to achieve success in its improvement of Digital Public Infraestructures.
