Preventing War Requires Smarter Tools and Stronger Governance

For too long, the study of war has been caught between two limitations: elegant theory that struggles to predict real crises and historical description that explains too much only after the fact. Yet interstate conflict remains one of the gravest threats to global stability. If we are serious about preventing war, we need not only better analytical tools but also better governance of those tools.

The traditional study of has provided us with valuable insights. Factors like geography, power, alliances, regime type and trade all influence outcomes. We understand that neighboring states are more prone to conflict, that major powers shape international relations and that democracy and economic interdependence can, in certain conditions, lessen the likelihood of conflict.

But we also know that these explanations are incomplete.

Even the strongest statistical models leave much of the conflict behaviour unexplained. That is not a flaw in scholarship. It reflects the nature of the phenomenon itself. War is rarely caused by a single factor. It results from the simultaneous interaction of many forces. It is nonlinear, context-dependent and historically contingent. It is influenced by feedback loops, unintended consequences and converging pressures that might not seem dangerous when viewed alone.

If treated as black boxes, these systems might produce predictions that decision-makers cannot interpret, challenge or understand in context. 

This is why artificial intelligence (AI) matters.

AI provides something that traditional methods often lack: the ability to understand complexity without simplifying it into linear assumptions. AI systems can find hidden interactions, model dependencies across different times and places and recognize patterns that traditional approaches might miss.

That matters because war does not happen in straight lines.

A small change in democratization can mean very little in a single relationship between two countries (called a dyad) and a lot in another. Trade might reduce conflict in one case, make it worse in another or interact with alliances and geography in different ways over time.

Conflict histories are important. Events in one rivalry influence others. Interstate politics isn’t a simple set of independent observations; it’s a complex, changing system.

And yet, our analytical methods have often assumed a simpler world than the one we live in.

But adopting more powerful tools is not enough. These systems must also be governed.

In conflict prevention, prediction is never neutral.

AI can enhance , but it also brings new risks. If treated as black boxes, these systems might produce predictions that decision-makers cannot interpret, challenge or understand in context. If poorly designed, they could encode hidden biases, overfit past data or create false confidence in unreliable forecasts. If used without accountability, they might transfer political judgment from careful deliberation to automation.

That would be a profound mistake.

In conflict prevention, prediction is never neutral. A warning can influence diplomatic decisions, shift resources, stigmatize nations,or justify intervention. A flawed model can therefore cause real political damage. This means that AI tools for early warning and conflict management cannot be adopted just because they are accurate. They must be transparent, auditable and overseen by humans.

We need that ensure these tools are used responsibly.

First, , together with other tools such as game theory and mechanism design used for conflict prediction should be sufficiently explainable to support policy judgment, not replace it. Policymakers need more than just a risk score; they need to understand which variables matter, how they interact and where uncertainty still exists.

Second, institutional accountability is essential. Who created the model? What data was utilized? What assumptions were made? How is performance measured over time? These questions are not mere technical notes; they are vital to legitimacy.

Third, governance must prevent overreliance. AI should support diplomatic and strategic decisions, not replace political responsibility. Human judgment, historical knowledge and contextual understanding remain essential.

The best way to handle complexity is not to retreat methodologically, but to pursue responsible innovation.

Fourth, these systems need to be continuously monitored and updated. Conflict dynamics change over time and across different areas. A model that worked well in one era or region might not succeed in another. Therefore, governance must be flexible rather than fixed.

In short, the future of conflict analysis isn’t just about better prediction. It’s about managed intelligence.

Political science has often been cautious about AI because of its opacity. That concern is valid. However, it shouldn’t lead us to dismiss these tools. Instead, it should drive us to govern them more effectively. The best way to handle complexity is not to retreat methodologically, but to pursue responsible innovation.

This is especially important because forecasting and explanation should not be viewed as opposites. A theory that cannot help anticipating conflicts has limited practical use. A model that predicts without providing understandable insights is equally limited. What we need is a combination: predictive tools grounded in theory and theoretical frameworks tested against actual performance.

That is how AI becomes more than a technical instrument. It becomes a public good.

If AI is to help promote peace, it must be integrated into institutions that prioritize transparency, accountability and human judgment.

Imagine early warning systems that not only identify high-risk pairs, but also demonstrate how democracy, trade, alliances and proximity interact in specific situations. Imagine conflict management platforms that help policymakers test different interventions before crises worsen. Envision systems that enhance not just our understanding of war, but our ability to prevent it.

That is the promise.

But a promise without governance is dangerous. If AI is to help promote peace, it must be integrated into institutions that prioritize transparency, accountability and human judgment. It should enhance diplomacy, not replace it. It must support international cooperation, not develop new forms of technocratic power separate from political responsibility.

War prevention is too crucial to rely on outdated methods. But it is also too vital to be handed over to algorithms uncritically.

The true challenge lies in two aspects: creating more effective tools for understanding conflict and using them responsibly. Only by doing so can AI fulfill its greatest goal; not merely to forecast war when it becomes probable, but to enable humanity to intervene early and wisely to maintain peace.
