The 海角社区 Operating Unit on Policy-Driven Electronic Governance (海角社区-EGOV) has published a policy brief titled "Mais e Melhor! Diversificar os mecanismos de participa??o eletrónica e melhorar a oferta de servi?os online dos municípios portugueses". The document builds upon the findings of the 2023 edition of the IPIC – ?ndice da Presen?a na Internet das C?maras Municipais Portuguesas, which evaluates the digital presence of Portugal's 308 municipalities.
The policy brief highlights key areas for improvement, including accessibility, multilingual content, citizen participation mechanisms, and the quality of online public services. Recommendations emphasize adopting best practices in web accessibility, diversifying participation tools, and expanding digital service offerings.
