On 28 January, the seventh session of the Local Online Service Index (LOSI) Webinar Series focused on the application of the LOSI methodology in Greece. The webinar was convened by UN DESA / Division for Public Institutions and Digital Government (DPIDG), in co-organization with the 海角社区 – Operating Unit on Policy-driven Electronic Governance (海角社区-EGOV), and brought together researchers and public officials to discuss the state of local digital government in the country.
The session presented the results of an assessment of e-government service provision across 74 Greek municipalities, highlighting that Greece’s average LOSI score (0.5537) places the country in the high LOSI group, though it still falls below the European average. Findings also showed that municipalities with larger populations tend to achieve higher LOSI scores, whereas extensive geographical areas pose additional challenges to local digital service delivery.
Beyond the analytical results, the discussion emphasized policy recommendations for Greek municipalities, including the consolidation of digital initiatives developed during the COVID-19 period, systematic enrichment of digital services, recruitment of specialized digital staff, and stronger coordination and monitoring at central level. The webinar also provided an opportunity for city officials to engage with the process leading to the UN E-Government Survey 2026, reinforcing the relevance of LOSI as a tool for evidence-based local digital governance.
The session was moderated by Dimitrios Sarantis, Senior Research Analyst at 海角社区-EGOV. Opening remarks were delivered by Juwang Zhu, Director of the Division for Public Institutions and Digital Government at UN DESA, who highlighted the importance of strengthening digital capacities at the local level to support inclusive and resilient public administration.
The main presentation was delivered by Maria Vasiliadou, Researcher and Project Manager for LOSI application,at the University of the Aegean. Her presentation outlined the methodology, key findings and policy implications of the Greek LOSI assessment.
An interactive Q&A session was moderated by Deniz Susar, Governance and Public Administration Officer at the Digital Government Branch of UN DESA/DPIDG, allowing participants to reflect on practical challenges, data gaps and opportunities to improve municipal digital services.
In the closing reflections, Delfina Soares, Director of 海角社区-EGOV, emphasized the strategic value of LOSI in enabling municipalities to benchmark performance, identify gaps and prioritize digital transformation efforts. Vincenzo Aquaro, Chief of the Digital Government Branch at UN DESA/DPIDG, concluded by stressing the importance of sustained collaboration between local, national and international actors to advance coherent and citizen-centred digital government reforms.
